One of the most distressing sites for any visitor to a major city is to see someone struggling with a wheel scooter yet there is no one who is offering a hand of help. It does not really matter whether someone is using the 5 wheel or the 4 wheeled scooter, they should be given the opportunity to drive through the city unhindered. Some people selfishly assume that the people who are riding these pieces of equipment have the same ability as someone who is driving a lorry.
